This is how she made the roses.
1) Using a CP2 Heart Punch, punch 14 hearts.
2) Leave one heart separate and then glue 2 together. Then glue togther a group of 3, then 4 and then 5. As pictured below.
3) Starting with the single heart, shape it around a paper quilling tool or skewer. Next shape the two around the singe heart and keep working out with the other pieces, gluing as you go. With the larger pieces you may need to cut a v-shpe in the bottom of the petals to ensure that it fits together neatly. Let dry.
4) Once dry use a paper quilling tool to shape the ends of the petals.
(For variation you can use either a coloured texta, a Copic marker, or chalks on the tips of the petals. After the rose is complete you can also use glitter glue or diamond dust on the edges)
